PURPOSE:To keep an internal state unchanged even if a clock is stopped by adding an MOS transistor (TR) to a conventional 1/2 dynamic frequency divider. CONSTITUTION:The MOS TR11 is connected between an electrode VC14 of the conventional 1/2 dynamic frequency divider 19 and a low potential terminal of a power supply, and its gate and an electrode VA12 are connected. Since the TRs 1, 2 are turned on, the level of the electrode VA12 is at H, and since a TR6 is turned on, the level of an electrode VB13 is at L. The potential of the electrodes VA12, VA13 is independent of the presence of the TR11 in this case. Since all the potentials of the electrodes VA12, VB13 and VC14 are fixed to H or L, even if the clock is stopped and kept to the L state, the internal state of the frequency divider 19 is unchanged as if it were static operation.
