PURPOSE:To produce a phosphor exhibiting excellent stimulated emission brightness, by adding a metal fluoride to a starting material mixture for the phosphor or its heat-treated product and firing the mixture. CONSTITUTION:Not more than 100wt%, pref. 0.5-20wt% metal fluoride (e.g. LiF) is added to a starting material mixture consisting of at least one rare earth element oxide selected from among Y2O3, La2O3, Gd2O3 and Lu2O3, a halogen- donating agent (e.g. Cl) or its heat-treated product obtd. by heat-treating said mixture at 300-500 deg.C for several hr. The resulting mixture is placed in a heat- resistant container, fired in a weakly reducing a neutral atmosphere at 900- 1,500 deg.C for 0.5-2hr and crushed to obtain a cerium-activated rare earth element oxyhalide phosphor of the formula LnOX:xCe (wherein Ln is at least one rare earth element selected from among Y, La, Gd and Lu; X is at least one member selected from among Cl, Br, and I; 0<x<=0.1).
