PURPOSE:To reduce power consumption by allowing a CPU to change an oscillation frequency generated from an oscillator if necessary and control a data processing speed optionally to be operated. CONSTITUTION:The central processing unit CPU3 sends data to a data holding circuit 4 through a digital data terminal (a) corresponding to the oscillation frequency matched with the necessary data processing speed. The circuit 4 holds the data and sends the digital data to a D/A converter 5, which converts the digital data into an analog voltage and applies the converted voltage to a voltage control oscillator 6. The CPU3 operates synchronously with a clock signal having the oscillation frequency generated in accordance with the analog voltage applied to the oscillator 6. When the processing operation state is changed, the CPU3 sends different data from a terminal (b), rewrites the contents of the data holding circuit 4 and controls respective devices so that the circuit 4 holds data corresponding to the new state and a clock signal having a prescribed frequency is inputted to the terminal (a).
