A polymer composite film comprises two layers, each having a completely fluorinated polymeric backbone with pendant gps. that consist of a chain of C atoms opt. interrupted with 0 atoms that are terminated with an ion exchange gp. of carboxylic acid or sulfonyl. The improvement is that the two layers differ in equiv. wt. by less than 150. The film is used as an ion exchange membrane in chlor- alkali electrolysis. It has good mechanical strength and enables high current efficiencies to be achieved without requiring a high cell voltage.
