<p>PURPOSE:To attain ease of consititution of a coder and a decoder by operating a TV camera at the transmission side and a TV receiver at the reception side based on a signal of an independent frequency source. CONSTITUTION:A difference between a TV signal inputted from an input terminal 3 and an output of a forecasting circuit 4 is obtained by a difference circuit 5 and the result is quantized by a quantization circuit 6. A code word is given to the output by a variable length code word generator 7 and given to a buffer memory 8. A horizontal and a vertical synchronizing signal are extracted from the TV signal to operate a timing circuit. The circuit is provided with an electronic switch 1 and a frequency dividing circuit 2 additionally. The frequency dividing circuit counts, e.g., 10,000 frames and gives an output only at one frame 10,000 frames. Thus, the inter-frame coded output is cut off by the switch 1. Then the coding for one frame's share is stopped as if the TV frame frequency fo the transmission secion were lowered by 1/10,000.</p> |
