PURPOSE:To obtain a high quality heater coil, by letting a clamp device perform open operation with the weakened brake force of a wire spool, when leading the wire using a chuck device and cutting a wire after letting the clamp device perform clamp operation with the strengthened brake force of the wire spool on finishing of loading. CONSTITUTION:A cam 27 in contact with a cam follower 26 shifts the contact point toward its concave root, when a main lever 58 enters the second stable period, and through a lever 23, a moving mechanism 55 pulls back a chuck device 50 which is in a state of chucking the tip of a wire 12. When the chuck device 50 returns to the base point position while pulling the wire 12, a mandrel 36 goes down while a die 37 goes up, and the wire 12 is softly clamped between them. Right after this, a point of cam 61 in contact with a cam follower 60 changes its position from its crest to its root and the main lever 58 rotates again in the first direction A1. By these operations, a wire cutter 35 operates a little later, and cuts the wire 12 to obtain a piece of wire with a prefarable length. As a result, a high quality heater coil can be obtained.
