PURPOSE:To make it possible to change speed in two, that is, high and low steps, by providing a counter shaft in parallel with a running and driving shaft, and arranging hydraulic clutch apparatuses respectively to said shafts, which are operted reversely each other. CONSTITUTION:A counter shaft 11 is provided in parallel with a running and driving shaft 10, and hydraulic clutch apparatuses A, B that are engaged in a manner opposite to each other are arranged on the shafts 10, 11. Thus, by stopping the feed of the pressure oil from a hydraulic control valve, the two hydraulic clutch apparatuses A, B can be operated to engage or disengage in a manner opposite to each other at one time, so that two cases, that is, a high speed and a low speed become possible wherein a power can be immediately transmited from the running and driving shaft 10 or a power can be transmitted via the counter shaft 11.
