PURPOSE:To improve accuracy of enclosing mercury and reduce the amount of mercury dropping while getting rid of sticking of mercury to an exhaust pipe by a method in which fine powder of glass matter is mixed with gas for being atomized and made to pass through the inside of a moistened exhaust pipe for making fine powder to stick to the inside of the exhaust pipe. CONSTITUTION:Wet air is fed inside an exhaust pipe 3 for making moisture to uniformly stick to the inner surface due to temperature difference and in this state, gas containing glass fine powder 8 is fed in order to make glass fine powder 8 to stick to the inner surface for forming a film. In a generating device of gas containing glass fine powder 8, namely, an application device, for instance, glass fine powder 8 is stirred by a stirring vane 11 rotated by a motor 10, while clean air is constantly fed from several spots through a manifold 12 from the lower part of the container 9. Further, a switch gear 15 provided on one part of a pipe is momentarily released to feed one part of powder smoke to a nozzle 14 while further passing through the inside of the exhaust pipe 3 wet with moisture for forming the film by sticking of glass fine powder 8.
