PURPOSE:To obtain a picture screen without flickering and with high resolution by adding an image pickup output before 2H in place of adding an image pickup output scanned at present if no vertical correlation exists in an object in adding the image pickup output before 1H and the image pickup output scanned at present together. CONSTITUTION:The image pickup output whose low frequency band is eliminated by a subtractor is inputted to a 1H delay circuit 13 as the 1st delay means and a subtractor 12. A signal delayed by one horizontal period from the 1H delay circuit 13 is inputted to an adder 11 and the subtractor 12, and also to a 1H delay circuit 20 for delaying finally an output of an image pickup device 6 by 2H, and its output is inputted to another terminal B of a switching circuit 19. When a side band having a prescribed level or over is detected by a detecting circuit 8, the detected output changes over the terminal of the switching circuit 19 from the A to the B. An output of the line before 1H and an output of the line before 2H are added by the adder 11 in this case. Thus, an R signal without reflected distortion is given, resulting that excellent picture screen without flickering is obtained.
