An occupant arresting device (S1), comprising shielding materials (51F, 51R) delivered from the peripheral edges of windows (WF, WR) so as to allow the windows (WF, WR) of a vehicle to shield and an inflator (82), a cylinder (87), and a piston rod (88) for delivering the stored shielding materials (51F, 51R) so as to allow the windows (WF, WR) to shield, wherein the shielding materials (51F, 51R) are disposed so as to rise from the substantial lower edge sides (DW) of the peripheral edges of the windows (WF, WR), whereby, even if the occupant leans himself against the peripheral edges of the windows (WF, WR), the shielding materials (51F, 51R) can be expanded smoothly so as to allow the windows (WF, WR) to shield.
