PURPOSE:To attain proper regulation control to the overload of a regulating controller by collecting and analyzing information transmitted from plural exchanges, forming required regulation information and transmitting it to each exchange as to the regulation control when calls are congested abnormally. CONSTITUTION:A congestion detector 2 provided additionally to each exchange 1 transmits the operating state to an interface controller 4 as congestion information. The controller 4 collects the congestion information from each exchange 1 under the controller's control and transmits the information to a regulation controller 5. The controller 5 analyzes totally the congestion information, forms the regulation information and transmits simultaneously the information to a regulation anti-ground identification device 3 of each exchange 1 via the controller 4. When the congestion information is transmitted from each exchange and the controller 5 goes to overload state, a means forming the overload control information is provided with the controller 5, the overload control information is trnsmitted to the controller 4 so as to attain traffic control in response to the amount of congestion information. |
