PURPOSE:To perform the improvement in protection and reliability of a system by preventing the system from freezing, by a method wherein pumps of a whole unit are made to operate forcibly and water possessed by the system is heated by a calorific value of the pump when decision of freezing is made by one or more units. CONSTITUTION:A controller 9 of a unit attached to each of chilling units 3 supplies information obtained by a sensor 1 for sensing a water temperature to a central controller 7 through a transmission line 6. On the one hand, decision of freezing is performed by the central controller 7 based on the information of the water temperature from each of the units and operation instructions to pumps 4 are done to all the chilling units 3 through the transmission line 6 when the decision of freezing is made to one or more units. When operation of the pump 4 is started, water possessed by a system is prevented from freezing by heating the water through heat emitted by the pump 4.
