An apparatus and a method for discriminating inflated skins of fruits and vegetables are provided to securely and precisely measure inflated skins of the fragile fruits and vegetables without damaging the skin due to skimming of fruits and vegetables. An apparatus for discriminating inflated skins of fruits and vegetables includes a sensor member(16) to contact fruits and vegetables(B) to be measured at a predetermined speed, a sensor(S) disposed to the sensor member by aligning a sensibility axis with a contact surface(20), and an inflated skin discriminating controller(26) to discriminate the inflated skins of fruits and vegetables to be measured by using an output from the sensor, obtained by contacting the sensor member against the fruits and vegetables from the sensibility axis of the sensor. The inflate skin discriminating controller converts the output of the sensor into a relationship graph of a time-sensor output, estimates a quantity proportional to a peak value of the sensor output of the graph to set the estimate quantity as inflate skin discriminating data, and discriminates the inflated skins of fruits and vegetables to be measured with the inflate skin discriminating data.
