PURPOSE:To suppress a rapid increase in temp. of a reforming apparatus and to enhance the system efficiency by monitoring the rate of change in load of a fuel cell, and providing a reaction pressure control system to control the rate to be lower than a set value of stationary pressure when exceeding a specified threshold rate of decrease. CONSTITUTION:When the load of a fuel cell in operation is changed, the rate of change is monitored with a rate-of-change measuring device 14 as a rate of change in a current value of an ammeter 8, which is sent to a reaction pressure control device 15. When the rate of change of the load exceeds the predetermined critical rate of decrease, a set value of pressure lower than the present state is calculated on the basis of a signal from a pressure reducing device 13. This value is outputted to a change-over device 16 as a digital signal, and the reaction pressure is set transitionally by operating a control valve 7c. In addition, the reaction pressure control device 15 transfers the present rate of operation to a reformed gas flow-rate control device 9. With this control, the rapid and local temp. increase in the reforming apparatus can be moderated. |
