The device 10, for example for use by runners while training, comprises a flexible frame 12 attachable to a user 24 by shoulder brackets 26, 28 and waist belt 30. The frame comprises a first hoop 14 and a second hoop 16 to which are attached fabric coverings 36 and 38 respectively. The coverings 36 and 38 form an air foil 34 which catches air flowing around the user 24 creating drag and thereby increases the effort expended by the user. The frame can be deformed and slide fastenings 50, 52, 54 & 56 can be opened to vary the drag. <IMAGE>
