PURPOSE:To increase the capacity of an electrostatic adsorption and an electrostatic flocculation apparatus and to make the operation of the apparatuses easier by ionizing or charging impurities in the liquid by impressing voltage to liquid such as aq. oil or water. CONSTITUTION:An aq. oil is supplied to an electrode device 2 with a pump 1, passed through a space between a positive and negative electrodes 202, 203 to ionize the impurities in the aq. oil. Then, the liquid is led to an electrostatic adsorption apparatus 3, where the ionic or molecular impurities are adsorbed to the ionic adsorbent 302. Further, the liquid is led to an electrostatic flocculation apparatus 5, where particulate impurities in the aq. oil are agglomerated to coarse particles by connecting or combining with each other by their own charge, and accumulate by precipitation in the bottom of a precipitate filtration tower 501 by its own weight, and are discharged through a valve 502. Unprecipitated particulate impurities are made coarse on the surface of a filter 503 and are removed as cake; thus, purified oil is discharged through a valve 504.
