PURPOSE:To obtain a uniform liquid agent layer of high viscosity having a prescribed thickness by coating the liquid agent on the inside circumferential surface of a tubular material to be coated under rotation while rotating a coating cylinder which can be freely rotated and stopped in said material then stopping the rotation, removing the excess liquid agent and leveling off the liquid agent layer. CONSTITUTION:A coating cylinder 2 and a liquid agent supplying cylinder 3 are positioned within the inside circumferential surface of a material 1 to be coated and a liquid agent is forcibly fed from each nozzle 4 of the cylinder 3 into the space part between the upper opposed surfaces of the cylinder 3 and the cylinder 2 and is accumulated in said space. The space 5 between both cylinders 2 and 3 is maintained wider than the thickness of the liquid agent layer 6 to be coated on the inside surface of the material 1 and while the spacing between the cylinder 2 and the inside surface of the material 1 is maintained at a required distance, the material 1 and the cylinder 2 are rotated and the liquid agent is coated on the inside surface of the material 1. Only the rotation of the cylinder 2 is stopped after the coating and the excess liquid agent is scraped from the layer 6 to level off the layer 6 to a uniform thickness.
