A receiver 6 receives the data from each sensor and stores the data into a buffer memory. A processor 7 reads the data, combines and processes the estimated data for evaluating effectiveness described above, and computes estimated data X. At this time, a prior data stored in a memory device 8 is utilized. In a display device 9 for man-machine response, state monitoring performed by the processor 7 and man-machine response processing for a prior data correction are performed. The corrected prior data is stored in the memory device 8.
