PURPOSE:To enable normally stable control of production of NOX even if a property of fuel is varied, by a method wherein a production amount of NOX and a production amount of a reducer are estimated by an on-line through utilization of information on flame. CONSTITUTION:A coal heating value estimating function 4,000, a flame picture measuring function 4200, an NOX quantity estimating function 4300, pulverized coal discharge estimating functions 4400 and 4500, a fuel distributing quantity deciding function 4600, a main combustion range control function 4700, and a reduction combustion range control function 4800 are provided to perform optimum control of air-fuel ratio in a combustion furnace, based on a property of coal before combustion and the actual time measurement of pulverized coal discharge at a burner inlet. During combustion, a combustion system containing main combustion (production of NOX) and reduction combustion (NOX reduction) is controlled, and based on the estimating result of a flame pattern and NOX in combustion gas, a fuel amount demand 3300 for main combustion and a fuel amount demand 3400 for reduction combustion are separately decided. This enables normally stable control of production of NOX even if a property of fuel is charged.
