PURPOSE:To collect efficiently suspended matter in a small space by forming an new upper layer by depositing a filter medium over the upper layer of the filter medium before said upper layer is clogged, and repeating the process. CONSTITUTION:A valve V2 and a flow meter F are provided to a pipe line between a water collecting chamber 6 and a water collecting tank 9. A suction pump P2 and a solenoid valve V1 are electrically controlled by the flow meter F. Namely, as the flow rate measured by the flow meter F decreases, the filter medium at the lower part in a cylindrical tank 1 is taken out and returned over the upper layer part of the filter medium by operating a jet pump MJP and the solenoid valve V1, and the upper layer part clogged with a turbidity material to some extent is moved downward. The filter medium is moved successively by repeating the process, and the valve V2 is closed when the first clogged layer reaches the lower part of the cylindrical tank 1 to practice the cyclic washing of the filter medium.
