PURPOSE:To attain efficient coding by providing a forecasting means setting the arrangement of reference picture elements in matching respectively with each combination of plural screen angles and mesh point pitches, and selecting the arrangement of reference picture elements less in misforecasting at each section. CONSTITUTION:A picture signal 1 is inputted to a forecasting device 4 for character and four forecasting devices 5-8 for picture different from the combination of screen agnles and mesh point pitches, only a part of misforecasting is counted by counters 15-20 from a forecasting error signal by means of logical gates 10-14, and a comparator 23 outputs a control signal selecting the smallest forecasting error signal while being compared at each block dividing equally the scanning line by (m). The forecasting error signal and a forecasting state signal are delayed by one block at shift registers 20 and 21, inputted to multiplexers 24,25, one set of the forecasting error signal and the forecasting state signal are selected by this control signal, the result enters a coder 26 for coding and a code 27 is outputted.
