A lead oxide composite having a large surface area is prepared by providing a starting material mixture which contains lead oxide and a hydrogen-binding solvent, and subsequent treatment of the mixture with an ozone-containing gas stream. The resulting reaction product is a solid composite of lead oxide and lead dioxide, which has a considerably greater surface area and higher electrical conductivity than the starting material and can be used in an effective manner as active material in electrochemical cells.
