PURPOSE:To improve the property of porous graphite as a chlorine pole, by continuously performing two-stage treatment comprising chemical and electrochemical treatments to the porous graphite as a chlorine pole. CONSTITUTION:Porous graphite is immersed in a wet activating solution, e.g. the liquid mixture of potassium peroxodisulfate (in an amount of about 0.5mol/l or more)-sodium hydroxide (in an amount of aoubt 10-20wt%), at a liquid temp. of 80 deg.C-its boiling point for 5-30hr, to perform chemical surface treatment. Then, electrochemical activation is performed with current density of about 5- 60mA/cm<2> in a liquid flow amount of about 2-8ml/cm<2>-min using an aqueous 0.1-5wt% zinc chloride solution (containing an inhibitor against the precipitation of zinc dendrite) or the like. Hence, porous graphite capable of improving voltage efficiency while reducing the polarization value of a chlorine pole is obtained.
