PURPOSE:To apply first a voltage lower than a regular voltage to confirm safety and make accurate recording possible by measuring a leaked current in a short time without manual operation while switching automatically lines to be measured successively with a command of a controller. CONSTITUTION:The remote control switch 4 of an automatic measuring device 10 is turned on to apply a half voltage across an electric car line and the ground. In this case, if it is forecasted on a basis of the current value for the impression of the half voltage that the current value for the impression of the regular voltage will be excessive, a measuring device outputs a measurement stop signal. If it is forecasted that the current value for the impression of the regular voltage will be within an allowable range, a signal which permits the impression of the regular voltage is outputted to the controller. When this signal is outputted, the remote control switch 4 is opened, and a remote control switch 5 is closed, and the regular voltage is impressed to the electric car line. This device includes a voltage converter 2 and a current converter 3, and the labor is reduced and safe automatic measurement without measurement error is possible.
