PURPOSE:To enable a smooth speed control to be performed with less shock by a method wherein a flow rate control valve having a valve means therein communicating with a fluid flowing port through a hydraulic pressure transmitting means is interposed in a fluid discharging pipe for a hydraulic driven equipment such as a fluid cylinder. CONSTITUTION:A source of neumatic pressure 12 is connected to each of the cylinder chambers 10a, 10b of a fluid cylinder 10 by fluid pipes 14 and 15 through a fluid change-over valve 13, and speed controllers 16a and 16b are arranged in each of the pipes 14 and 15. Each of the controllers 16a and 16b is constructed such that a check valve 21 and a flow rate control valve 22 are integrally arranged in parallel to each other in a lower body 20a of a main body 20 of the controller. The flow rate control valve 22 is arranged in a bypass passage 27 bypassing the check valve 21 to cause a back-side chamber 37 of a needle 29 to be communicated with a cylinder chamber 40 having a piston 39 stored therein through a communication passage 38. The needle 29 is structured so as to be displaced through a working fluid for the piston 39 under a hydraulic pressure acting against the hydraulic pressure flowing port 42.
