PURPOSE:To control many variables and adapt the operation timing of an operator to a plant state without requiring a dynamic characteristic model by providing an inferring means which obtains an optimum controller output, an optimum operation timing, etc. CONSTITUTION:The inferring means is provided with refers to the operation log of a plant, fundamental rules for control, etc. to obtain an optimum controller output, an optimum operation timing, etc. For example, plant variables from a plant 1 are taken into a plant instrumentation controller body 3 through interfaces 21-2N, and the operation state of the plant 1 is taken into the plant instrumentation controller body 3 as a time series signal 8 and is stored in an operation log data base 4. Fundamental rules required for interference for optimum control task execution are stored in a fundamental rule data base 5, and a dynamic model or the like of the plant 1 is stored in a dynamic model data base 6.
