PURPOSE:To stir molten steel and to accelerate the refining reaction between the molten steel and refining slag by blowing inert gas into the molten steel from the lower part of a vessel, and blowing the inert gas to the part where the flow of the slag is small, from the upper part of the vessel. CONSTITUTION:Inert gas 2 such as Ar or the like is blown through a porous plug 11 provided to the bottom of a ladle 1 to stir the molten steel 3 in the ladle 1 by bubbling and to effect a refining reaction at the boundary between the molten steel 3 and refining slag 4 above the same; at the same time, inert gas is blown through an immersion lance 5 to the part where the flow of the slag 4 is small from the upper part of the ladle 1 by which the refining reaction can be accelerated. Particularly when the slag 4 contains a large amt. of CaO and mainly a desulfurization reaction is to be effected, better effect is obtd. by blowing the inert gas through the lance 5 to around the molten steel-slag boundary in the early period of refining and into the molten steel in the late period. The stirring in the above-mentioned two directions is effectively executed under the heating by an arc.
