PURPOSE:To make half-clutching control ever so easy as well as to make a transmission resistible to long time use, by installing a shoe acting surface for both inside and outside surfaces of a brake shoe, in a brake drum. CONSTITUTION:When a control lever 27 is held at a C position by action of a toggle mechanism 25, a cam 28 is made to come into a state of nonaction to a brake shoe 18, causing the brake shoe 18 to make contact with an inside shoe acting surface 19a in a half-clutching state by the energizing force of a spring 24, thus a state of half-clutch transmission is attainable. On the other hand, when the lever 27 is held at an A position, the brake shoe 18 is made press-contact with an outside shoe acting surface 19b by pressing action of the cam 28, thereby coming into a transmission state. Likewise, when the lever 27 is engaged with a B position and held thereat, the brake shoe 18 is held at a position being distant away from both these shoe acting surfaces 19a and 19b by receiving action of the cam 28 against the energizing force of the spring 24, thus coming into a nontransmission state.
