A system for converting low amplitude continuous wave radio frequency energy into periodic high amplitude radio frequency, pulsed energy with a conversion efficiency approaching 100%. The invention uses radio frequency energy storage devices together with a network which separates the energy flowing towards and away from the storage devices. The phase of the input radio frequency energy is periodically changed between 0 DEG and 180 DEG . Synchronously with this phase change, the effective apertures of the storage devices (i.e. their external quality factors) are changed between two discrete values. The energy conversion efficiency is a maximum when a fixed relationship exists between the ratio of the two discrete values of the external quality factors and the ratio of the period between pulses and pulse durations.
