<p>PURPOSE:To suppress the generation of information without deteriorating picture quality by changing the roughness of quantizing characteristics between the static and dynamic parts of a picture. CONSTITUTION:The input dynamic picture signal is supplied to an optimum estimated function detecting circuit 12 as well as to a subtractor 10. The difference between said picture signal and the estimated signal supplied from a variable delay circuit 11 is supplied to a quantizing circuit 13. The output of the circuit 13 is supplied to a compressing/coding circuit 17 as well as to an adder circuit 14. Then the output added with the output of the circuit 11 is delivered to an interpolating circuit 15. The output of the circuit 15 is supplied to the circuits 11 and 12 via a frame memory 16. The circuit 12 selects an estimated function with which the error of estimation can be reduced from the input dynamic picture signal and the picture signal supplied from the memory 16 and supplies the function to circuits 11, 13 and 17, respectively. A coding control circuit monitors a buffer memory 18 storing the output of the circuit 17 to designate the quantizing characteristics as well as to indicate the execution and discontinuation of sampling as well as discontinuation of coding respectively.</p> |
