The device has integral plastics pipe holders (1). These have a head part (4) with pipe receiving groove (5), a support web (6) and an anchoring foot formed by two spaced-apart shanks (7). The shanks (7) are formed at the free end as a plug wedge (8) with an outer flexible tooth (9). The pipe holders (1) are pressed with their shanks (7) into an insulating panel (2) through a metallic covering foil (3) until they are seated with the web (6) on the covering foil (3).
