A substantially water-inseparable cement composition (which term includes both concrete and mortar) is obtained by adding in one case to the composition an acrylic polymer compound in an amount of from 0.5 to 4% by weight of the amount of cement present, the acrylic polymer compound comprising a polyacrylamide partial hydrolysate having a molecular weight of not less than one million and a hydrolysis degree of 0.5 to 20% moles, and in a second case by the addition of an acrylic polymer composition in an amount of from 0.1 to 3% by weight of the amount of cement present, the acrylic polymer composition comprising a polyacrylamide compound with a dialdehyde added thereto.
