PURPOSE:To discharge debris easily by providing one of a couple of rotatable levers with a discharging member for pressing the debris out and the other lever with a discharge opening for discharging the debris. CONSTITUTION:The discharging member 6 is fitted in the recessed part 3a of an upper block 2a and the tip of the member 6 projects from the recessed part 3a beyond a coating cutting edge 5a. The discharging member 6 has a clearance groove 7 for a fiber and when upper and lower blocks 2a and 2b abut on each other, the discharging member 6 is fitted in the recessed part 3b of the lower block 2b to allow the optical fiber on the lower block 2b to enter the fiber clearance groove 7. Further, the debris discharge opening 8 is made in the bottom surface of the recessed part 3b and then positioned right under the discharging member 6 when the upper and lower blocks 2a and 2b abut on each other.
