<p>PURPOSE:To perform reasonably activating treatment and waste gas disposal, by a method wherein coarse charcoal to be obtained from waste tires are sent to a drying furnace by washing with hydrochloric acid, then activated in a rotary kiln, its waste gas is sent to a waste gas disposing device connected with an upstream side of a drying furnace and a particle content is separated from the waste gas by a cyclone. CONSTITUTION:Coarse charcoal obtained by decomposing pyrolytically is conveyed by a conveyor C, zinc is removed by hydrochloric acid from a hydrochloric acid washing device 2 and sent to a rotary cylindrical drying furnace 5. The coarse charcoal sent to a kiln 6 is heated to 700-1000 deg.C and activated by steam in the presence of inert gas. A waste gas disposing device A is connected with an upstream side of the drying furnace 5, the waste gas produced by activation treatment is drawn in and the coarse charcoal in the drying furnace is heated. The water is sprayed in an introduction pass 90, sulfurous acid gas is washed and the particles are separated from the sulfurous acid gas by a cyclone 6.
