PROBLEM TO BE SOLVED: To provide an image forming device which makes the resistance of a cleaning member low, eliminates the need for control of an application voltage, and is capable of restriction of a current passing through the cleaning member and an intermediate transfer body and satisfactory image formation whose quality is always the same. SOLUTION: The device 100 has an electrostatic latent image carrier 1, an intermediate transfer body 10 to which a toner image formed on the electrostatic latent image carrier 1 is transferred and at least the surface of which has a high electric resistance capable of holding charges, and a cleaning member 73 to which a voltage is applied for generating an electric field between it and the intermediate transfer body 1, thereby cleaning the intermediate transfer body 10 and whose resistance is set so that a voltage decrease during the cleaning of the intermediate transfer body 10 is 10% or less.
