The packing of dried medicinal herbs is generally carried out in transparent packs, into which the herbs are usually dosed by weight in a greatly comminuted form. The great degree of comminution is necessary in this connection in order to achieve problem-free mechanical filling of the transparent packs. As a result of the great degree of comminution, however, which is repeated again during transport of the transparent packs, many active ingredients are lost. Further active ingredients are lost after opening of the bags, as an airtight seal is no longer possible. In order to protect the medicinal herbs against environmental influences, to prevent an escape of the active ingredients in packed and used condition, to avoid comminution of the herbs during transport and also to be able to stack the packs, it is proposed according to the invention that the medicinal herbs are comminuted into a ready-for-use form, supplied to a filling device, there dosed by volume and subsequently filled into containers which can be sealed in an airtight manner. This is achieved by a filling device which is formed from a filling cylinder with built-in slow-running stirring mechanism, by a turntable, with inset dosing cylinders, which forms the bottom of the filling cylinder, by a bottom sheet which is arranged below the dosing cylinders, forms the bottom of the dosing cylinders and is provided with an outlet cutout, by a filling funnel arranged below the cutout, by a vibrating plate arranged below the filling funnel, by vibrators arranged on all components and by a control device which switches stirring mechanism and/or vibrators and turntable in a timed manner. <IMAGE>
