The present invention relates to a biogas purification device and a fuel cell system comprising the same. The biogas purification device comprises a pre-processing unit and an upgrading unit, wherein the pre-processing unit removes impurities contained in the biogas and the upgrading unit comprises: a compressor which suctions and compresses biogas from which the impurities are removed; and a multi-stage separation membrane which separates methane and carbon dioxide from compressed biogas. In addition, the multi-stage separation membrane comprises a plurality of separation membranes in which parallel arrangement and series arrangement are combined.
