PURPOSE:To restrict a shock in an actuator during an operation so as to make a smooth operation by a method wherein an operating speed of a member capable of varying a displacement volume of a variable volume pump is controlled to show a value less than a desired maximum speed. CONSTITUTION:A hydraulic circuit 2 comprising a variable volume pump (swash plate pump) 4, a slant plate 8 constituting a displaceable volume member, an actuator 6 and a driving device 10 is controlled by a control device 160. The control device 160 is comprised of an operating lever 14 for indicating the position of the slant plate 8 and indicating an operating direction and operating speed of the actuator 6, a displacement meter 16 for sensing the position of the slant plate 8, a maximum speed setting circuit 162 having an operating signal XL of the lever 14 and a position signal YL fed therein so as to indicate the maximum operating speed of the slant plate 8, and a pump control circuit 164 for generating an output signal Z for use in driving the driving device 10.
