The invention relates to a process for producing briquettes, in particular from waste paper or the like, and to an apparatus for carrying out this process. For this purpose, it is proposed to subject the waste paper in a concentration of about 10-12% in a liquid to a softening and comminuting step and then subsequently to carry out a predehydration with precompaction of the waste paper/liquid mixture to a solids content of about 16-18% and then compressing of the substance consisting of waste paper and liquid into a predetermined form to a solids content of about 50% and ultimately final drying of the briquetted substance in a storable form at a residual moisture content of about 20-5%.
