PURPOSE:To inflame the retardant fuel efficiently by decomposing the water into hydrogen and oxygen by use of the electric power generated by a generator driven by a combustion engine and by mixing the hydrogen with the fuel for combustion. CONSTITUTION:The water W fed by a pump P is pre-heated in a heat exchanger ME by the exhaust gas G of a combustion engine BE, then it is fed to an electrolytic cell E and is decomposed into hydrogen H2 and oxygen O2 by use of the electric power from a generator G. The hydrogen H2 is mixed with the fuel F for the combustion engine BE by a mixer MIX1, the oxygen O2 is mixed with the air A for the combustion engine BE by a mixer MIX2, and both of them are fed to the combustion engine BE. As a result, the combustion performance of the fuel F and the oxidizing performance of the air A are improved respectively, thereby the combustion in the combustion engine BE is performed efficiently.
