PURPOSE:To attain small size, light weight of the titled device and low cost by applying time division multiplex to a luminance signal subjected to time base expansion into n-multiple, a chrominance signal subjected to time base compression into 1/m and synchronizing information so as to reduce the tape recording density per channel. CONSTITUTION:A luminance signal Y is expanded into n-multile by a time base expansion processing circuit 40, luminance signals Yi, Yi+1 subjected to time base expansion per one scanning line are outputted and inputted to selection circuits 60, 61. The line sequential chrominance signals CW, CN are compressed into 1/m by time base compression processing circuit 54, 55, and inputted to the selection circuit 60, 61, as signals CWi, CNi+i. On the other hand, the horizontal synchronizing signal HD and the vertical synchronizing signal VD inputted to terminals 4, 5 are inputted to a synchronizing information generating circuit 30. The synchronizing information SY at each 2H in synchonism with the horizontal and vertical synchronizing signals HD, VD to be inputted is formed and inputted to the selection circuits 60, 61. Each constant is selected to satisfy equation 1 to make the bands of the signals Cwi and the signal Yi and of the signals CNi+i and signal Yi+1, and in selecting the period of horizontal synchronizing information at each 2H as taus, the period taus is set to satisfy equation 2.
