PURPOSE:To make automatic discrimination of anything unusual in an outflow passage possible, by comparing an average outflow quantity classified by time zones by the actual measurement value in a fixed period with an actually measured outflow quantity and comparing an actually measured flow rate with a computed value based on the displacement of a measured water level. CONSTITUTION:The outflow quantity of a distributing reservoir 1 using an outflow flowmeter 6 is compared with a stored actual outflow quantity classified by time zones corresponding to the actual measurement in a fixed period such as a week through a week storage device 10 in an average comparison device 13 after passing through an input storage device 8. In the case where this result is a prescribed value or more, it is decided to be abnormal and an income and outgo comparison command is given from the device 13 to an income and outgo comparison device 14. Hereby, the outflow quantity is calculated based on variation of water level of the reservoir 1 measured by a water level recorder 4 and a time storage device 9, the variation of a flow rate measured by the area of the reservoir 1 and the inflow quantity measured by an inflow flow meter 5 and the comparison of the actual measured outflow amount and a calculated outflow quantity which ought to coincide with each other is performed by the device 14. As a result, the abnormal state of an outflow passage caused by leakage of water due to dissidence is discriminated automatically. |
