NEW MATERIAL:A phthalazine derivative of formula I [R<1> is ar(lower)alkyl which may have one or more proper substituent groups; R<2> is carboxy or protected carboxy; A is O or S; Z is lower alkylene] or its salt. EXAMPLE:2-[4-(3,4-Dichlorobenzyl)-1,2-dihydro-1-oxophthalazin-2-yl]-ac etic acid ethyl ester. USE:Useful as a drug for remedy of complications of diabetes such as dysraphism in corneal damage, cataract, neuropathy, retinopathy, renal disorder, etc. It exhibits aldose reductase inhibiting activity. Administered preferably by intravenous injection, intramuscular injection or oral administration. PREPARATION:The compound of formula I can be produced by reacting the compound of formula II or its salt with the compound of formula III or its reactive derivative at the hydroxyl group.
