<p>PURPOSE:To improve the coding efficiency and to compress and encode a TV signal at a low transmission speed for transmission, by determining a dynamic vector taking both dynamic vector information and estimate error information into account. CONSTITUTION:An analog TV signal from an input line IN is digitized at an A/D conversion circuit 11 to form a block having two-dimension spread over both horizontal and vertical scanning lines by a scanning line conversion circuit 12. The TV signal scanned and converted is applied to a delay circuit 13 and an estimate error information amount generating circuit 141 of a dynamic vector output circuit 14. A picture signal from a frame memory 15 and information representing estimate function from a sequencer 142 are applied to the circuit 141 and a dynamic vector taking both dynamic vector and estimate error information into account is outputted from the circuit 14. The output from the circuit 13 is applied to a code compression circuit 20 via a quantization circuit 19, the output is compressed at the circuit 20 with the dynamic vector from the circuit 14, allowing to compress and code the TV signal in a low transmission speed for transmission.</p> |
