PURPOSE:To reduce automatically the abnormal traffic quantity, by indisposing origination of operation for a telephone that has the service level lower than the specific value, in case the traffic value exceeds a prescribed level. CONSTITUTION:The service level information which is previously given to each telephone 1 is stored at a memory part 6. At the same time, the value with which the traffic quantity increases and a switchboard has a congestion state is stored in the memory part 6 along with a control level at which the incoming operation is controlled in the congestion mode of the switchboard. In a congestion mode, a central controlling part 5 controls a subscriber circuit 2 so as to inhibit an outgoing operation for the telephone 1 that has the service level lower than the control value. |
