PURPOSE:To obtain the starting time of preliminary discharge speedily with less labor and high precision by repeating discharge simulation until a reservoir level when preliminary discharge ends is equal to a predetermined water level of the preliminary discharge, and thus deciding on the starting time of the preliminary discharge. CONSTITUTION:Discharge depending upon the opening degree of a gate and current inflow depending upon a reservoir level are calculated at a part 2, and the mean rainfall of a basin is calculated by a basin rain gauge 1 to perform inflow forecasting 3 which follows time transition. Then, perliminary discharge simulation 5 including the forecasted value of inflow which is calculated by the forecasting device 3 by adding time data to time transition discharge following a predetermined preliminary discharge pattern and follows the time transition is performed to find a reservoir level at the time of the ending of preliminary discharge, and the reservoir level is compared with a water level set by a reservoir level deciding device 6. Then, the starting time of the preliminary discharge is adjusted and the preliminary discharge simulation is performed repeatedly until the reservoir level reaches the prescribed water level, thereby outputting the starting time of the preliminary discharge from a decided time output device 7. |
