PURPOSE:To prevent generation of a spark when connecting a circuit, and also by perfectly out it off so as to cause no leakage current, by coupling a mechanical contact switch and a thyristor in series with an outputting circuit of a capacitor. CONSTITUTION:To an outputting circuit 2 of a capacitor 1, an electromagnetic relay 3 and a gate turn-off type thyristor GTO4 are coupled in series, also on its load side, an inductance coil 5 and a pair of electrodes 6, 6' are provided, and the electrodes 6, 6' are coupled by a load resistance 7. Also, a gate circuit 8 which has been branched from an intermediate circuit between the relay 3 and the GTO4 is connected to a gate 10 of the GTO4 through an isolator 9, and the relay 3 is operated by 2 push-button switches 11, 12. At first, when the push- button switches 11, 12 are depressed, the relay 3 is operated and a contact 3' is closed, but since the circuit of the GTO4 is turned off, no spark is generated from the contact 3'.
