PURPOSE:To prevent a polarized current detecting means from being damaged by short by forming insulating films on one or both of a pair of counter electrodes. CONSTITUTION:An insulating film 10 is formed on the whole surface of a voltage applying electrode 2. The insulating film 10 has the same specific inductive capacity as that of a dielectric fluid. Since a conductive material is contained in the dielectric fluid and the electrode 2 is coated with the insulatng film 10, short-circuit does not take place between both the electrodes 2, 3 even if said material reaches the center part between the electrodes 2, 3, i.e. a small diameter part when the flow rate of the dielectric fluid is measured. |
