A scrap cutter for circular shears is proposed for cutting circles (2, 2') from a polygonal, e.g. square, sheet-metal blank (3). The scrap cutter has a cutting unit (9), with a fixed blade (19) and an essentially horizontally movable blade (20), and furthermore means (14-16) for lifting and lowering the cutting unit (9) as well as means (25-28) for pivoting the cutting unit (9) about an essentially horizontal pivot (22) during the cut in the raised position, this pivoting movement being matched to the scrap speed. <IMAGE>
