PURPOSE:To simply realize a secure multiple access demand assignment without generating the competition of a channel by equipping a demand assignment control function to a control main station. CONSTITUTION:A control main station 1 has a function to control the empty condition of a communication channel 6, to assign an empty communication channel when a channel assignment demand from a control secondary station 2 is received and to transmit a channel assignment response. On the other hand, the control secondary station 2 has a function to transmit the channel assignment demand to the control main station 1 when the connection of the channel comes th be necessary and to directly execute a channel connection control between the opponent control secondary station 2 to which the channel is connected after the channel assignment response is received. Thus, since both the control main station 1 and the control secondary station 2 have the charged functions, the unconvenience of the competiting selection of the channel is completely removed and the connection control of the communication channel comes to be smoothly executed.
